Bush Called for Greater Military Involvement in the U.S.

From the deserted streets of New Orleans in 2005, President Bush made clear that in a post/911 world "detailed national planning" is "to be a national security planning. Here's what he said:
"In a time of terror threats and weapons of mass destruction, the danger to our citizens reaches much wider than a fault line or a flood plain. I consider detailed emergency planning to be a national security priority.... It is now clear that a challenge on this scale requires greater federal authority and a broader role for the armed forces -- the institution of our government most capable of massive logistical operations on a moment's notice."
This was the moral of the story of Hurricane Katrina: we must have "GREATER FEDERAL AUTHORITY AND A BROADER ROLE OF THE ARMED FORCES." Okay, what do you call a State that has great federal authority and uses the military domestically?

A. Sesame Street?
B. Constitutional Republic?
C. Totalitarian Police State?
